Risan is the first settlement in the Bay of Kotor. The earliest mention of the city dates back to the third century BC when it had Rhizon name after illirian tribe rhizonti.

During the reign of Queen Teuta, Rhizon became the capital of her empire. She suceeded in restoring the Illarian fleet after its complete destruction and became a powerful ruler. Teuta fought succesfull wars and even managed to seize Corfu island. Such state of affairs seriosly worried the Roman Empire whos trade pathes passed throught The Adriatic and undergone the attacks. That was the reason for Illyrian wars. According to the legend, when roman ships entered the Bay of Kotor Teuta jumped off the wall of the fortress into the sea to prevent imprisonment.
